Performance Max on a small budget: when it works, and how to keep control

Performance Max runs one campaign across Search, YouTube, Display, Discover, Gmail and Maps, with Google AI choosing where to show which assets. It needs solid conversion tracking and enough conversions to learn, which is hard on a small budget. Start with Search campaigns for your core services, add Performance Max when tracking is clean and budget allows, and use brand exclusions, negative keywords, search themes and URL controls so it doesn't just harvest your own brand searches.

Performance Max (often “PMax”) is Google’s most automated campaign type. One campaign can show ads across Search, YouTube, Display, Discover, Gmail and Maps, and Google’s AI decides where, to whom and with which combination of your text, images and videos.

For a small business, the question is whether there’s enough budget and data for that automation to work in your favour.

What you give it, and what Google decides

You provide Google decides
Conversion goals (and optional target CPA or ROAS) Bids in each auction (Smart Bidding)
Assets: headlines, descriptions, images, videos, logos Which combinations to show where
Audience signals (your customer lists, website visitors, interests) Who actually sees the ads. Signals guide learning; they aren’t limits.
Budget, locations, languages How budget is spread across channels
Controls: brand exclusions, negative keywords, placement exclusions, search themes, URL settings Everything else within those limits

When it suits a small business

Good fit:

  • Online stores with a product feed in Merchant Center and purchase tracking with values
  • Lead-generation businesses with reliable conversion tracking, ideally including offline results (qualified leads, sales) sent back from the CRM. See offline conversions.
  • Enough budget for Google’s recommended level (the campaign setup shows Low, Medium and High daily budget suggestions)

Poor fit:

  • Tracking that counts page views or button clicks as conversions. PMax will find cheap, worthless “conversions”.
  • Very small budgets that can only fund one good Search campaign
  • Businesses that only serve a narrow local area with a few searches a day

Google recommends evaluating Smart Bidding over periods with at least 30 conversions (50 for Target ROAS). If you can’t reach that in a month, PMax will struggle to learn.

Start with Search, then add PMax

A sensible order for most small advertisers:

  1. Search campaigns for your core services or products, with exact and phrase match keywords. Exact-match Search keywords take priority over Performance Max when a query matches exactly.
  2. Clean conversion tracking, with enhanced conversions and offline results where possible. See Conversions API and enhanced conversions.
  3. Add Performance Max with its own budget, once Search is profitable and tracking is trustworthy.

The controls that protect your budget

  • Brand exclusions: stop PMax taking credit for people already searching your brand name, which they’d likely click anyway.
  • Negative keywords: block irrelevant searches (jobs, free, DIY, competitor names if you don’t want them).
  • Search themes: tell it which searches matter, like adding keywords.
  • Final URL expansion: decide whether Google may send people to other pages on your site and generate text to match. Exclude pages that shouldn’t receive ad traffic (careers, blog, policies).
  • Placement exclusions and content suitability for brand safety.
  • Text customisation and auto-generated videos: review what Google creates. You remain responsible for generated assets.

Weekly review

  • Conversions and cost per conversion against your target, checked against your own sales or CRM data
  • Search terms insights: are queries relevant?
  • Asset performance: replace the weakest images and headlines
  • Share of conversions from brand searches (if it’s most of them, PMax may be taking credit for existing demand)
  • Landing pages receiving traffic (if URL expansion is on)

Make changes in batches, not daily. Automated campaigns need stable settings to learn.

Frequently asked questions

Will PMax replace our Search campaigns?

It can run alongside them. Exact-match Search keywords are prioritised when they match, and many advertisers keep Search for core terms they want to control.

How long before we judge it?

At least several weeks and enough conversions to be meaningful. Judging after a few days mostly measures the learning period.

Is PMax good for brand awareness?

It’s built for conversion goals. For awareness, a video or Demand Gen campaign with its own budget is easier to read.
