WhatsApp marketing that doesn't get you blocked: the Business Platform, costs and flows

For marketing at any scale, use the WhatsApp Business Platform (API) through a provider or your CRM, not broadcast lists in the WhatsApp Business app. Get opt-in that names your business, send approved templates, and keep marketing messages few and relevant: people can block or report you, and low quality limits your sending. Since July 2025 Meta charges per delivered template message, by category and country. Replies within 24 hours of a customer message are free-form, and click-to-WhatsApp ads open a free window of up to 7 days.

Pricing checked 23 October 2026. Meta updates WhatsApp rates on the first day of a quarter. The UAE marketing rate rose on 1 October 2025 and again on 1 October 2026. Check Meta’s rate card for current figures.

In the UAE, many customers would rather message a business on WhatsApp than open an email. That makes WhatsApp a strong marketing channel, and an easy one to abuse. Send too much, or to people who didn’t ask, and they block or report you. Meta then limits your number.

App or Platform?

WhatsApp Business app WhatsApp Business Platform (API)
Best for One or two people chatting with customers Teams, automation, marketing at scale
Users A few devices on one number Many agents through a shared inbox or CRM
Marketing messages Broadcast lists only reach contacts who saved your number Approved templates to anyone who opted in
Automation and CRM Very limited Full: triggers from your store, CRM or automation platform
Cost Free app Per-message fees from Meta, plus your provider’s fees

For marketing beyond a handful of customers, the Platform is the right tool. Most businesses use it through a provider (a WhatsApp Business Solution Provider), an inbox tool, or a CRM with a native WhatsApp integration. See WhatsApp enquiries to your CRM for the setup routes.

The rules that keep you unblocked

1. Opt-in that names your business

Meta’s policy requires opt-in before you message people. It can be general rather than WhatsApp-specific, as long as it complies with local law, but it must:

  • Clearly state that the person is opting in to receive messages
  • Clearly state your business name

Meta suggests getting opt-in for the types of message you’ll send (order updates, offers, recommendations), or separate opt-ins per type. In the UAE, the Personal Data Protection Law also requires consent you can prove and an easy way to withdraw it. See UAE PDPL and marketing consent.

2. Templates for anything you start

Outside the 24-hour customer service window (below), you can only send pre-approved templates. Each template has a category:

Category Used for Example
Marketing Promotions, offers, new arrivals, re-engagement, cart reminders “Your cart is waiting: free delivery until Friday”
Utility Updates about an existing order or account “Your order #1234 is out for delivery”
Authentication One-time passcodes “Your code is 482913”

Meta can recategorise a template it considers promotional. Don’t put an offer inside a “utility” order update.

3. Quality matters

People can block, report or stop marketing messages from your business. Meta rate-limits businesses whose quality stays low. Watch your quality rating in WhatsApp Manager, especially after a new campaign or a new opt-in source.

How pricing works (since July 2025)

  • Meta charges per delivered template message, at a rate set by category and the recipient’s country code.
  • Service window: when a customer messages you, you have 24 hours to reply with free-form messages. Service replies in that window are free up to Meta’s monthly free tier, which from October 2026 is the first 1,000 service messages per business number per month.
  • Free entry point window: when a conversation starts from a click-to-WhatsApp ad (or certain other entry points) and you reply in time, Meta doesn’t charge for marketing, utility, authentication or service messages for up to 7 days. Meta Business Agent messages are still charged.
  • Utility templates sent within an open customer service window are not charged.
  • UAE businesses can be billed in AED (available since April 2026).
  • Your provider may add its own per-message or monthly fee.

The planner estimates monthly costs from your message volumes and the current rates you enter.

Flows worth automating

Flow Category Notes
Order confirmation and delivery updates Utility Customers welcome these. Good place to ask for opt-in to offers.
Cash-on-delivery confirmation before dispatch Utility Reduces failed COD deliveries
Abandoned cart reminder Marketing One message, a few hours after abandonment. See abandoned cart recovery.
Back in stock / price drop for a product they asked about Marketing Highly relevant, low volume
Review request after delivery Marketing or utility, depending on content Don’t offer incentives for Google reviews: Google prohibits it
Appointment reminders Utility Service businesses: cuts no-shows
Monthly offer to engaged customers Marketing Keep it to customers who’ve bought or replied recently

Frequency: less than email

A rule of thumb many businesses use: if you’d hesitate to send it as a personal message, don’t send it on WhatsApp. Compared with email:

  • Send marketing messages far less often: a few a month at most for most businesses.
  • Make each one specific to the person (what they bought, viewed or asked about).
  • Always include a clear opt-out (“Reply STOP to stop offers”) and honour it in your CRM.

Track blocks and opt-outs per campaign. A campaign with high opt-outs cost you more than its revenue suggests.

Frequently asked questions

Can we keep using broadcast lists in the Business app?

For small numbers of contacts who’ve saved your number, yes. Once you need automation, a team inbox or marketing at scale, move to the Platform.

Do we need the customer’s opt-in if they messaged us first?

You can reply to their message within the 24-hour window. To send them marketing later, get clear opt-in to receive offers from your business.

Can we send in Arabic and English?

Yes. Create a template for each language and send the one matching the customer’s preference, stored in your CRM.
